Born in Gümüşhane in 1956, Celal Akın graduated from the Faculty of Civil Engineering, Middle East Technical University in 1980.

He worked as a General Manager Assistant in Yüksel Proje between 1985 and 1991. Thereafter he was promoted to the General Manager position in Yüksel Proje between 1991 and 2001.

Since 2001, he has been the Chairman of the Board of directors in Yüksel Proje. Celal Akın is a member of METU Alumni Association and Association of Turkish Consulting Engineers and Architects

Celal Akın speaks English and is currently a member of the Board of Trustees in Kadir Has University as of March 1, 2019.
