“Shaping the regional identity of the Black Sea in its relations with Europe"

The Center for International and European Studies (CIES) at Kadir Has University and The Romanian Diplomatic Institute will be holding an international conference on Shaping the regional identity of the Black Sea in its relations with Europe.  BSEC at 20 and after Bucharest” at the Romanian Diplomatic Institute headquarters in Bucharest, Romania on 14 June 2011.

The Conference, which is to be held a week after the Council of Ministers of Foreign Affairs of the Organization of the Black Sea Economic Cooperation (BSEC) meeting in Bucharest, aims to evaluate the state of the BSEC today and to debate what its future role could and should be in light of its forthcoming 20th anniversary on 25 June 2012.  The Commission on the Black Sea in its final report titled, “A 2020 Vision for the Black Sea,” which was made public last year, put forth a set of recommendations regarding the future of the Black Sea region and how conceivably it should evolve over the next decade.  One of these recommendations dealt with the need to “enhance the profile of Black Sea regionalism” where the BSEC plays a primordial role.  Specifically, the Commission suggested that the BSEC’s forthcoming 20th anniversary “should be an opportunity to renew the commitment of its members to regional cooperation and to inaugurate an overhauled BSEC in order to make it a more relevant regional organization with greater clout.” Other priorities mentioned elsewhere in the Report include enhancing the role of the European Union and its linkage to the BSEC and, more controversially, suggesting that Black Sea regionalism cannot advance without due attention to existing security challenges.  The Conference will use some of these recommendations and ideas as a basis for public discussion and debate. The topics to be discussed include:

-The BSEC’s Role and Potential

-Black Sea Regionalism in Perspective

-The BSEC and the European Union

-Prospects for the Future
